M. Scott Burge, P.E. President, Principal
Scott has over 35 years of Civil Engineering experience and in 2005 became one of the Partners and President of Garner Russell & Associates, Inc. Scott has engineering experience in both the private sector as a consulting engineer and the public sector with the Mississippi Department of Environmental Quality and as the City Engineer for Gulfport, Mississippi.
Scott has extensive experience in project administration, engineering management, master planning, permitting, design and construction administration responsibilities for various Public Works related infrastructure projects. Typical projects include water, sewer, drainage, street and harbor construction projects, funded by various local, state and federal programs.
Scott is a licensed Professional Engineer in Mississippi. He is a board member and currently serving in the position of immediate Past President of American Council of Engineering Companies of Mississippi, and a member of Mississippi Engineering Society and National Society of Professional Engineers.
Douglas K. Rackley, P.E. Vice President, Principal
Doug has almost 30 years experience as a civil engineer and manager. In 2005 he became one of the Partners and Vice President of Garner Russell & Associates, Inc. With an emphasis in roadway, bridge, and storm water management engineering, he has provided design for numerous MDOT, County and municipal projects ranging from intersection improvements to interstate widening. Doug currently serves as Harrison County State Aid Engineer.
Doug is a licensed Professional Engineer in Mississippi and Florida. He is a member of the American Council of Engineering Companies of Mississippi.
F. Joe Overstreet
Joe has worked in the Mississippi Gulf Coast area since 1970 as a surveyor, drafter, designer, construction inspector, and project manager on numerous public works projects. He has on the job experience in all phases of a consulting firm's work, including Partner in the firm from 2005 to 2016.
Joe is responsible for design, surveying, drafting, construction inspection and supervision of projects funded by local, state and federal programs.
Robert Escher, P.E. Professional Engineer IV
Bob has 30 years of Civil Engineering experience in both public and private sectors. He has extensive experience in project management, master planning, hazardous and solid waste permitting, design and construction administration responsibilities for various Public Works related infrastructure projects. Bob has considerable familiarity with FEMA/MEMA , MS DMR, DEQ and MSDH practices.
Bob is a licensed Professional Engineer in Mississippi and Louisiana.
David Ball, P.E. Professional Engineer IV
David has nearly 20 years of experience in the engineering field, working in both public and private sectors. His primary roles include preliminary, conceptual, and final design, permitting, water and sewer modeling, and construction administration for various municipal infrastructure projects, such as water and sewer utilities, drainage improvements, harbor projects, road and sidewalk improvements.
David has extensive experience with FEMA/MEMA, NASA, MS DMR, MDEQ, and MSDH. David is a registered Engineer in Mississippi and has served as the City Engineer for the City of Long Beach since 2007.
Kenny has 23 years experience as an AUTO CAD operator and recently as a resident project representative. He has knowledge of various versions of ACAD, including ACAD 14, S8 Civil, Land R1, Land R3, Microstation SE, and Microstation.
Kenny has drafted plans, with some design duties, for various projects with majority of experience in production of plans for municipal water, wastewater, road and bridge projects. He has also served as resident project representative on water, sewer and drainage projects.
